Umeme stealing from ugandans

Umeme limited is the company that was contracted by electricity regulatory authority to distribute power in many parts of uganda.
It has done it's job though not well as it has failed to distribute power in every part of uganda.
It has failed to distribute power stable power to every ugandan as there are many blqckouts everyday.
Worst thing umeme has done is it has worked with it's contracted techicians from muttico to cheat uganda, this happens when the current isn't home. They will fraud charge you a huge amount that to hit their targets yet it leaves the customer suffering as you pay for un consumed power.
I wonder why ERA doesn't give some other company to run power so umeme gets a competitor & the customers have an option to choose too?
